Summary

In late August 2023, days before the start of the autumn term, the Department for Education told schools across England to close any spaces built with reinforced autoclaved aerated concrete (RAAC) — a lightweight, cheap concrete used from the 1950s to the mid-1990s that is now past its service life and can fail suddenly and without warning. Around 230 education settings were confirmed to contain it; some delayed term, moved to remote or hybrid teaching, or relocated pupils. The danger had been known for decades. RAAC is a latent condition made literal: a dormant weakness seeded by an old cost-driven choice, sitting inert in the fabric of hundreds of public buildings until moisture and time combined to trigger collapse.

Systemic Features

  • A latent condition, in the literal sense. RAAC is Reason’s resident pathogen made physical: aerated concrete chosen decades ago because it was cheap and light, degrading invisibly as water corrodes its reinforcement, and capable of sudden failure long after installation. It is a dormant, upstream weakness distributed across an entire estate (see latent conditions).
  • A failure mode that defeats normal perception. RAAC panels can be at the end of their life while appearing sound; the panels that collapsed in 2023 would have been judged non-critical on a visual inspection. The organisation’s ordinary way of seeing risk — looking at the building — cannot detect this hazard, so the system is structurally blind to it without specialist survey (see organisations as cognitive systems).
  • Warnings known but unactioned. The risk was flagged repeatedly — by the Building Research Establishment in the mid-1990s, by a roof collapse at a Kent primary school in 2018, by a structural-safety alert in 2019, and by the Government Property Agency in 2022, which judged RAAC life-expired and liable to collapse. The signal sat in the system for a quarter of a century; action came only after further collapses, days before term. Present signal, absent response.
  • Deferred maintenance as scheduled failure. RAAC is the acute symptom of a chronic condition: a public estate starved of capital investment over years. The National Audit Office found the school estate’s condition declining after sustained underinvestment, with a maintenance backlog running into the billions. Deferred maintenance is latent-condition accumulation as policy — failure scheduled in advance, waiting only for a trigger (compare normalisation of deviance, where a degrading standard is quietly tolerated as normal).
  • Diffused responsibility. Central government holds the purse; individual building owners and managers are told they are responsible for responding to safety alerts. Responsibility for the latent condition is split between the funder and the manager, with neither owning the whole.

Impacts

  • In late August 2023 the DfE ordered the closure of affected school spaces; the number of school buildings involved rose from an initial figure of over 100 to 174, with around 230–237 education settings ultimately confirmed to contain RAAC.
  • RAAC was also confirmed across dozens of NHS hospital sites (seven judged unsafe to operate beyond 2030), courts, theatres, the Palace of Westminster and hundreds of council homes.
  • The National Audit Office had warned in June 2023 of a declining school estate after years of underinvestment, later putting the English school maintenance backlog at around £13.8 billion; the government committed to removing RAAC from schools by 2029.
  • The episode crystallised the cost of deferred maintenance across the public estate as a slow, systemic failure of upkeep rather than a single event.
