Summary
In September 2017 two Category 5 hurricanes struck the Caribbean within two weeks. Irma (early September) devastated Barbuda — leaving it almost entirely destroyed and, for the first time in centuries, uninhabited — along with St Martin, the British Virgin Islands and Anguilla, and weakened Puerto Rico’s power grid. Maria (around 20 September) then obliterated Dominica and struck Puerto Rico catastrophically, destroying the island’s electrical grid and triggering the longest blackout in United States history. Puerto Rico’s official death toll was later estimated at 2,975 — the great majority of them indirect deaths, caused not by the storm itself but by the months-long collapse of the systems people depended on.
Systemic Features
- Latent infrastructure fragility. Puerto Rico’s power utility was bankrupt, its plants decades old, its workforce cut, and its lines strung largely above ground — a grid primed to fail. The storm was the trigger; the fragility was already there.
- Cascading interdependency, with power at the top. When the grid went, water pumping, communications (some 95% of cell sites were damaged), hospitals, refrigeration and fuel distribution failed with it. The interdependent systems came down together, and the human cost fell mostly in the aftermath.
- The long tail — the failure that did not end with the storm. Most of the deaths occurred in the weeks and months after Maria passed, as people went without power, clean water and medical care. The disaster was defined less by the hours of wind than by the slowness of recovery.
- Compounding shocks. Two Category 5 hurricanes in two weeks — Irma priming the grid for failure, Maria destroying it — while federal response capacity was already stretched across Harvey and Irma on the mainland.
- A failure to count the failure. Puerto Rico’s government initially recorded 64 deaths; only an independent study revised the toll to nearly 3,000, exposing how badly the true scale had been under-perceived.

- Power was not fully restored to Puerto Rico until around August 2018 — roughly eleven months.
- The federal response was widely criticised as slower and smaller than that for the contemporaneous mainland hurricanes, and the episode became a reference case for the fragility of island infrastructure and the long-tail nature of cascading collapse.
